He thought that information about liberty and freedom would need to spread among the people. In the end this effect caused people to know about the flow of information in the end that John Lock was spreading which gave them ideas like overthrowing King Louis XVI since he was not doing good at his job.

This is connected since Montesquieu since the government is supposed to solve problems not create them.
