Reign of Terror Begins was a time when the purpose was to get rid of France enemies of the Revolution and protect the country from foreign invaders. Another purpose that was made was to execute those people that are against of Revolutionary. After Louis XVI and Marie Antoinette got executed from guillotine was when people got the rights and had equality. -

Reign of Terror Ends is when the soldiers executed Robespierre because he was the one who led of the Reign of Terror. He took advantage of his powers just like Louis XVI and for that he was removed from power and executed.
