    When Louis XVI called the Estates- Genral, the first and second estates locked the third out of the meeting room. The Third Estate's part of the Estates- Genral met at a tennis court. In the past the votes had been counted by the estate, but since the third estate makes up ninty plus percent of the population, they wanted a head count.
