The Senate, the Magistrates and the Comitia were the ones who had power. They expand first to the Italian Peninsula, then to the Western Mediterranean and then to the Eastern Mediterranean. That brought money, land, slaves and problems(different rewards) that Julius Caesar solve and he became Dictator in Perpetuity. The senate became angry and killed him. -

There were civil wars that Octavius Augustus won and became emperor(God) that had the religious and the total power. The Emperor, the Comitia, the Senate and the Magistrate had the power. -

Great Crisis
