At a meeting in Heidelberg, 51 representatives from six states discussed changes to Germany's political institutions. Finally they published the Declaration of Heidelb. telling people of their will to form a big assembly in order to continue this deliberation.

People cheered him; however, guards started shooting and ended up killing 300 citizens. Afterwards, the king decided to send people his apologies. The guards misunderstood him and left the city.

574 representatives of almost all the Confederation's states assembled. It was like a "preparatory parliament", trying to form a real parliament, consisting of one elected representative per 50000 citizens.

It named Germany a constitutional monarchy. There were to be two houses: a lower house elected by men with good reputation, and the upper house would be made up of monarchs & princes of the Confederation. People afterwards elected the actual King Of Prussia as the new emperor.
