    Canada East and Canada West were united into one Province. Each member of both sides were given an equal two seats in the Assembly of Parliament. Two main political groups were represented in the Assembly. The first group was the Conservatives (led by John A. Macdonald) and the other group was the Reform Party ( led by George Brown). From the Conservative Party the modern Progressive Conservative Party developed and from the Reform Party the modern Liberal Party of Canada deveoped.

    During the Early 1860s the machinery of government gradually ground to a halt. The wheels simply stopped turning. It was a political deadlock due to not being able to pass any bills through the Assembly.
