    Lord Durham was sent to British North America in 1838 to investigate the causes of the twin rebellions the previous year in the colonies of Upper and Lower Canada. The report recommanded a responsible government, and a union of Upper Canada and Lower Canada. He also maintained English had to be the only language spoken in the colony.
