This is tied into the concept of international human rights protection because it helps the international peace and security and a cornerstone of Canadian security and defence policy.

This was later modified to MONUC which include maintaining the territorial integrity and politicail independence of the Congo, preventing the occurrence of civil war and securing the removal of all foreign military and this is why it tied into the concept of international human rights protection.
