The Declaration Of Principles (DOP) was made earlier than 1997, but iit wasn't signed until 1997. It was signed because of major battlefield losses for the Sudanese Government. When this was signed it kind of ended the war.

The SPLM/A and the Sudanese Government signed a final peace agreement the Comprehensive Peace Agreement. which essentially ended the war.
