Emperor Diocletian was so angry that Christians wouldn't perform the regular Roman God sacrifices as well as their own. As a reaction he started to kill of every Christian that came in his way. He started the biggest Christian prosecution.

The answer is yes. Little did Paul know before he died, great change was coming. A well respected Emperor is about to convert. Emperor Constantine coverts and gets baptized to ensure his times in heaven came, making him the first Christian Emperor. In 313 CE he made the Edict Of Milan which made Christianity an official religion.
