    As the race for colonies intensified between European powers, German Chancellor Otto van Bismark called on the thirteen powers to meet in order to come to an agreement that benefited all parties in terms of trade and control of Africa. Representatives from the following European countries attended and eventually signed off on the Berlin Act:
