Habeas Corpus, the principle that no person can be held in prison without first being charged with a specific crime.In this the king also agreed not to raise new taxes without first consulting his Great Council of lords and clergy.This eventually became turmoil for the war between America and England. English rulers often called on the great council for advice. During the 1200s, this council evolved became known as parliament, which later played a big role in the unifying of England. -

In the high middle ages the power began to shift.The Monarch made it their goal to make a more centralized government.They enlarged their royal domain ,and set up systems of royal justice that undermined feudal and church courts They also created a stronger bond with the towns people , organized government bureaucracies,developed tax systems and built stronger armies.
