Portugal refused to follow the Continental System, so Napoleon sent troops to Spain to attack Portugal. During War Napoleon sent extra troops but lost with the death of 300,000 French men. This was called the Peninsular War

Russia was also not following the Continental System, so Napoleon sent himself and his army to Russia but when they got their, Russia was abandoned and everything in all their towns were burnt down. This action by the Russians was called the Scorched Eartch Policy.
