After an attempt at the life of the Israeli ambassador to London, Israel responded with a military attack on Lebanon during the summer of 1982. Their goal was to eliminate the PLO (Palestinian Liberation Organization) threat of guerrilla attacks by removing them from Southern Lebanon.

The PLO (Palestinian Liberation Organization) and Israel implemented the Declaration of Principles. This told many Israeli troops fall back out of the Gaza Strip, and visualized even more troops leaving over an extended period of time. Over time the Palestinian man responsibly for the declaration (Yasser Arafat) was elected president of the PA (Palestinian National Authority) in 1996.
