The Concert's founding is typically cited as being the same as the founding of the Vienna Congress. The first phase of the Concert of Europe had the goal to maintain peace and fight revolutionary and liberal elements across Europe.

The Congress of Vienna was established in response to the Napoleonic Wars. Its goal was to establish a balance of power in Europe between the Great Powers at the time. Its final 'act' was issued nine days before Napoleon's defeat at Waterloo.

This Alliance between Prussia, Austria, and Russia was formed so that these three countries could maintain the traditional monarchies as well as Christianity within Europe.

Both of the Congresses dealt with revolutions in Naples during this period. It brought up the first cracks within the Concert as Prussia, Austria, and Russia supported military intervention against Naples while France and Britain did not.

The Ottoman Empire attempted to reestablish control over Egypt. Austria, Britain, Prussia, and Russia supported the Ottomans while France supported Egypt. After the Egyptian government accepted Ottoman demands, the French Prime Minister attempted to reclaim the left bank of the Rhine River. He was however forced out of power by the French people as they did not want another war in Europe. This event is cited as one of the points in which the first phase began to end for the Concert.

Across Europe, a series of nationalist and liberal revolutions took place. In Germany, some of the liberal revolutionaries attempted to create a German Republic and bring an end to monarchies while others attempted to create a united German Empire under the rule of the King of Prussia.

These wars over the territory in what today is the Danish-German border were started over a dispute of the territory. The Austrians and Prussians invaded the region to remove Danish rule from the lands that were predominately German in population. This conflict would later result in the Austro-Prussian Brother's War which de facto put an end to the Concert.

The Concert of Europe did not officially exist between this time.

This was the first war between the Great Powers since the Napoleonic Wars. There were several cease-fires during this war it an attempt to end the war diplomatically. These cease-fires acted as a way to reestablish the Concert of Europe.

The Second Phase of the Concert began after Otto von Bismarck attempted to prevent war in Europe over the Scramble for Africa. Germany had just been unified which left the French angry so careful negotiations were necessary in order to maintain peace in Europe. This Concert was mostly successful until the Assassination of Franz Ferdinand.

As it looked increasingly like the Great Powers were going to colonize Africa, Bismarck called upon the Great Powers to gather at Berlin to partition Africa. This was done so that there would be peace in Europe with the only expense being that of the Africans.

This brought an end to the Concert of Europe, however, its legacy can be seen in organizations like the League of Nations and later, the United Nations.
