    Cixi is known for being an abhorrent individual due to many reasons. However, I don't think she is. Although she had made numerous attempts to shut China away from the rest of the world. She is still not villainous because the foreigners' actions (smuggling, problem starters, cause of medical problems because of opium, and so forth) had caused Cixi to think foreigners are bad. She was trying to protect China from them. If not for Cixi, China, would've come apart without a solid ruler like her.
