Circa 508 BCE, Clisthenes recognized the citizen body of Athens and made major reforms to Greek law But first, a man named Pisisatruas, a tyrant made huge reforms to Greek law and gave more power to the citizens. He took land from the nobles and gave it to the peasants, he reduced the privileges of nobles and gave the average citizen more power. Around 20 years later, Clieisthenes made reforms to the bills made before him furthering the democratic values of Greece.
