Valeriano Weyler wanted to herd the entire rural population of central and western cuba in barbedwire concetration camps. Civilians could not give aid to rebels. 300,000 cubans filled the camps. Thousands died of hunger and disease.

On the 9th of Febuary, 1898 the De Lôme Letter was published in the New York Journal. The letter was written by Enrique Dupuy de Lôme. He wrote how stupid the president was and this made the Americans angry.

In Febrary, a rebellion rose up in the Filipino people. They were led by Emilo Aguinaldo who thought that America will give them independence until he looked at the treaty terms.
