Means that their is still a leader but he can't say what he wants and fully do what he wants, Not all power can be used like before where they could do what they want.

King Louis was convicted and condemned to death by a narrow majority he was decapitated by a guillotine. About 9 months later Marie Antoinette was convicted of treason by a tribunal she also died to a guillotine.
