They formed in France and the reason why they did it was because it acted like something that could represent the lower class French People. Before they formed this assembly the 3rd estate were treated like rubbish and did not feel like they had any rights. What they did was possess all the powers of the government.

The people of the third estate realized that any attempt at trying to get there voices out would be out voted. At an indoor tennis court they took an oath never to seperate until a constituion had been built for France.King Louis on June 27 ordered the clergy and nobility to join with the third estate in the National Assembly.
