    The Constitution of 1795 set up a five man Directory and a two house Legislature. The members of this new government were elected by land owning, male citizens. The two houses are the upper house (Council of Ancients) and the lower house (Council of Five Hundred). The electors felt that 66% of the houses had to have served in the National Convention.

    The sans-culottes, or the previously named Third Estate who do not wear knee-breechers, rioted against the rising prices of bread. Bread was a key part of the French diet.

    The news of the riots had reached the Directory. The Directory acted quickly and put the riots to a rest.

    Emigre`s/Royalists
    Many of the e`migre`s, or French immagrints, and royalists that fled France before or during the revolution started to return. They were warmly welcomed by the Catholics. The Church was angry with the reforms put on them by the revolutionaries and sought help in the royalists.

    The Directory was going through a time of utter chaos. To try to contol the frenzies that were everywhere, the French government turned to Napoleon Bonaparte. He was a military hero for numerous wins against Austria in Italy. Their plan was to use Napoleon to achieve their own goals. Instead, Bonaporte took all control and only benefited himself. He became the emporer of France.
