As Russia moved their troops to Austria they also set up stations along the German border, this was enough for Germany to declare war on Russia. Germany's next move was to declare war on France, Russia's ally. This put into place the Schlieffen Plan, that Germany would attack France and then Russia because of Russia's slow speed at moving troops.
