The New Economic Policy was to renew the Russian economy. This means that Russia will return back to a partially capitalist society. Lenin realizes that everyone is lazy and doesn't work hard because they have no motivation. Returning to a capitalist state will jump start their economy, then they will return to a communist state once the economy is set and stable.
