The treaty of Constantinople was a truce for thirty years that was concluded by Russia and the porte of Constantinople. This treaty ended the Russo-Turkish war, and Peter the Great secured possession of the Azov Goverment through this document.

Provincial goverment decided to split Russia into 8 sections, called Guberniia. Each guberniia was divided into districts called uzeda. A Gubernator ruled each Guberniia and answered only to Peter the Great.

In winter of 1709, Peter tricked the Swedish army into going into Poltva during a harsh winter. All the Swedish forces fled or were killed.

To stabilize central goverment, Peter appointed a 9 man senate which later evolved to a chief executive and the highest possible court appeal. This court appeal was supervised by army officers until 1715.

In 1712, Peter the Great founds the city of St. Petersburg. He places it on the Neva River, which makes it great for trade. St. Petersburg was Russia's "window to Europe."
