    Some collaboration occurred between American States and rudimentary international unions were formed.
  • First International Conference of American States held in USA

    The International Union of American Republics was created with the Commercial Bureau of the American Republics as the Secretariat in Washington, D.C.
  • Inter-American Bureau of American Republics

    The Union was renamed the Inter-American Bureau of American Republics reflecting its representation of a larger portion of the hemisphere.
  • Pan-American Health Organization

    This was created before PAU and dealt specifically with health and disease control.
  • Pan-American Union

    The Pan-American Union was able to execute resolutions made at confrences.

    IACI was created in Montevideo, Uraguay to focus on child hood, maternity and adolescence.

    Inherent Tension

    World War II brought a need for a stronger and more systematic organization. The UN seved as a good model. Over time Latin American ideals grew further from the plans that the United States had stressing the existing Union.
  • Bogotá Confrence

    This was the 9th Pan-American conference. It was used to reorganize and strengthing the PAU.
  • Founding of the Organization of American States

    Derived from the PAU and IUAR, The OAS was created from reformations outlined in the Bogotá conference and Rio de Janeiro treaty.

    Quota payments couldn't keep up with the economic demand of the OAS.

    Created among other committees to assist the council with the significantly larger agenda of the OAS. This gained many responsibilities with the 1967 Charter.

    Soon became a successful self govrning Inter-American entity separate from the OAS.

    Created in 1962.
  • The Education, Scientific and Cultural Committee

    Created in 1962. The charter of 1967 gave this committee more responsibilities.

    This was a set if ammendments that revised the and restructured the OAS. This was in an attempt to prepare the OAS for post-1960 issues the Americas would face.
  • Inter American Convention on Human Rights Signed

    Headquartered in San Jose, Costa Rica. Completed the human rights system in the OAS.

    Enhanced Capabilities, but Continuing Weakness

    The OAS undergoes period of reformation during this time period to increase the effectiveness of its existence. The OAS began meeting annually and created a General Assmbly in which the Minister of Foreign Affairs from each country represented their nation.

    OAS Breakthrough

    After the end of the Cold War in 1989-1991 the OAS was finally able to work up to its potential.
  • Resolution 1080

    Adopted in Santiago in 1991 to defend democracy when it has been interrupted.
  • The protocol of Washington

    Stated that if a government of a country in the OAS was in power by overthrowing a preexisting government, they could have their representation in the OAS revoked.
  • Protocol of Managua

    The economic and social council was merged with the Education, scientific and Cultural council to create the Inter American Council for Integral Development.
  • Summit of Miami

    First meeting of all democratically ellected leaders who laid out a comprehensive expansion of the OAS agenda. This brought together the existing Inter American functions into a unified, organized system to function more effeciently.
  • Election of Cesar Gaviria of Columbia

    Signified the start of a new generation of leaders.He brought energy to the council and wasn't from the United States.
