    In 1856 alexander the second had suggested to the gentry of Moscow to consider emancipation of the serfs. Alexander the second had also added that it would be better to begin to abolish serfdom from above rather than wait for a rising from below. It wasn’t until 1858 when the gentry gave permission for alexander the second to do it if wanted to. Alexander didn't go forth with it until 1861.
