Despite the fact that Napoleon III had no political presence prior to 1848, he had a massive lead over his other 4 colleagues running for president that year. This was because he favored universal male suffrage, had the Marxist idea that the working class feared the socialist challenges of urban workers, and believed that the government should be represented by the people, NOT the Parliament or political parties.

This constitution combined a basically parliamentary regime with a heredity emperor as chief of state. From this, Napoleon III revived universal male suffrage and a strong nation state in a democratic manner.
