    Spain responded to the Cuban revolt by sending General Valeriano Weyler to restore order. Valeriano Weyler tried to stop the rebellion by herding the entire rural population of the central and the western Cuba into concentration camps. While they were in these concentration camps they couldn't get aid from the civilians.It was estimated that 300,000 Cubans filled these concentration camps.

    The New York Journal published a private letter written by Enriqoue Dupuy de lôme ( the Spanish minister of the United States ). A Cuban rebel stole this letter from a Havana Post office and leaked it to the newspaper. This letter criticized president Mckinley calling him "weak" and a "bidder for the admiration of the crowd". After this letter was leaked the embarrassed Spanish government apologized and the minister resigned. But still Americans were angry.
