  • Plessy vs Ferguson ruling over rulled

    On May 17th, 1954, the US Surpreme Court declared that state sanctioned segregation went against the 14th amendment and was therefor unconstitutional.
  • 'With all delibrate speed'

    After the Surpreme Court declared legal segregation unconstitutional, the courts stated that the states begin to end segregation, but they told the states to end it "with all delibrate speed" which gave the states the opportunity to resist the ruling because of its vaugeness.
  • Gray plan

    The Gray plan gave state funded grants to the white students who wished to attend a segregated private school rather than attending a desegregated public school.
  • Southern Manifesto

    The Southern Manifesto came about due to the ruling of Brown vs Board of Education. It was created to condemn the Surpreme Courts ruling because they believed that the courts decision was a 'clear abuse of judicial power'. The Manifesto encouraged states to resist the desegregation.
  • Stanley Plan

    The Stanley Plan erased the Gray plan's 'local option' and gave the governor (Thomas Bahnson Stanley) the power to close down any school that desegregated but he never had to act on it if he did not want to. Stanley never closed any schools down, but his sucessor James Almond Jr did.

    Life back then

    There were riots outside of schools and the surrounding areas. Most were afraid to go anywhere because of the riots. Many students formed a gang and went to Mid City and created fights, riots and a large amount of damage to property. Downtown Portsmouth was also scenes of riots created by students that were not pleased to have to go to desegregated schools. It was a very bad time here in this area.

    Life back then

    Our schools were over crowed with students for the Norfolk schools as their schools were closed down and they were bused over to the schools in Norfolk County because of desegregation. This caused a lot of tension because the students were taken over our school and many were not pleased with it. They were shunned by the students and it created a school with a lot of tension. I was not happy with the decision. There were too many riots, fights both in school and the areas.
  • Unconstitutional

    In early 1959, the Stanley Plan was declared unconstitutional due to its school closings in order to avoid being desegregated.
