Kenedy decided to put a baracade around the island of Cuba, but, when he announced it on air, he called it a "quarintine", as to not start a war with one wrong move. The reason he put this baracade around Cuba was because the Soviet Union had put their missiles there, and America wanted to keep a close eye to see if the Soviet Union would plan any attacks with them.
