    This Act prevents people with disabilities from being discriminated. This provides better chances in the workplace, community services, and colleges and universities. Section 504 does not allow disability-based discrimination.

This is for children that have with physical, mental, emotional, and learning handicaps Schools need to evaluate children that have special needs, which is very important so the school know what to do to meet the child's needs.
