    This was a proclamation that King Wilhelm was refusing the imperial crown from the national assembly for many reasons. One of which being that he believed that the assembly did not have the right to offer the crown without consent from the german government. Another reason he declined was due to him not wanting to accept the constitution that was already written.

He promised to protect germany from france, protect his peoples rights, and create a good future for his citizens. He hoped that he would be able to keep germany peaceful and free of fighting.
