He also proposed that the OAS send an investigation team to Cuba. Although Keating sources have been unclear, it appeared that he simply made a firm declaration based on rumors and reports that so U.S. intelligence officials consider too “soft” to be definitive. A U-2 reconnaissance flight revealed the presence of SA-2 SAM (Surface-to-Air-Missile) sites.

    USA gains Photo Evidence
    The United States Air Force launched a Photo reconnaissance mission. It was confirmed that soviets were building nuclear bases in Cuba. 4 nuclear launch sites were found in the one recon mission. Major Richard Heyser took 928 pictures, capturing images of what turned out to be an SS-4 construction site at San Cristóbal, Pinar del Río Province, in western Cuba.

    The USA decided on a blockade of Cuba to “quarantine” the Soviets from continuing their progress. B52 nuclear bombers were deployed, so that one-eighth of them were airborne all the time. That night, Oleg Penkovsky – a Western spy working in Russia – was arrested. His last message read; ‘Soviet attack imminent’.

    Russia was still building the missile bases, and Kennedy started planning a military attack on Cuba - until, at 6pm, Khrushchev sent a telegram to Kennedy, offering to dismantle the sites if Kennedy would lift the blockade and agree not to invade Cuba - the Americans comment: ‘the other fellow just blinked’. The Kennedy brothers saw the Russian ambassador, and again mentioned removing the missiles in Turkey.

    After much deliberation between the Soviet Union and Kennedy's cabinet, Kennedy secretly agreed to remove all missiles set in southern Italy and in Turkey, the latter on the border of the Soviet Union, in exchange for Khrushchev removing all missiles in Cuba. The Cuban missile crisis occured over the span of 14-16 days.

    October 31, 1962 - It was later found out that a US ship was dropping deploy charges (underwater hand grenades) on a Soviet submarine equipped with a 15 kilo nuclear warhead. The original plan was for the Soviets to use the missile but sometime during the resurface of the submarine they decided against launching a nuclear war. This was the closest the world had ever seen to a nuclear war between any countries.
