    ​President Eisenhower had given the CIA permission to train Cuban exiles in secret to prepare for an invasion of Cuba. They hoped it would trigger a mass uprising so that Castro, who had came to power because of a promise of democracy (but turned to the Soviets instead), would be kicked out of power.     Castro's ally in Moscow (Nikita Khrushchev) promised to defend Cuba with Soviet. Flow of Soviet weapons to Cuba, including nuclear missiles, increased. Photos by American planes showed the Soviet missile base in Cuba that was ready to be launched. Kennedy told the public of this and promised to destroy the missiles. The US prepared to quarantine Cuba and prevent more missile filled ships from coming near it. Soviet ships stopped to avoid confrontation at sea. Then Nikita offered missiles in retu
