German nationalists celebrate their new Riech. The German nationalists considered it to be the new "Holy Roman Empire". Bismark created a constitution that created a two house legislation. Bundesrat was the upper house and the people in this house were appointed by the leaders of the German States. The Riechstag was the lower house and was elected by male sufferage/voting. The Emperor and Chancellor held the most power in the German Empire.
