The German's naval policy was the major reason why the United States declared war on Germany. After sinking the Lusitania Americans grew hatred to Germany, motiviating Woodrow wilson to go declare war. This was so much of an influence that it was said without the sinking of the Lusitania, the United States most likely would not of entered the war.

Luderndorff launched the offensive. In just five hours, the Germans fired one million artillery shells at the British lines held by the Fifth Army – over 3000 shells fired every minute. By the end of the first day of the attack, 21,000 British soldiers had been taken prisoner and the Germans had made great advances through the lines of the Fifth Army.
