The Draft covenant was asking for assistance to be given to a member that experiences external aggression. Every member of the league covenants is to respect and preserve the territorial integrity and existing political independence of every other member of the league as against external aggression, not against internal disturbance.

The Treaty of Versailles ended the state of war between Germany and the Allied Powers. But it forced Germany to accept full responsibility for war, lose all its territories, and pay reparation payments to the Allies. This treaty was a long and complex process.
