    Thomas Jefferson believed any land in the west should be used for farmers. The idea behind this is if people expand less civilians will be on the east coast leaving it vulnerable but expansion was in evitable. Our economy would of benefited from the agricultural industry which is the positive side of the expansion, economic oppurtunities. This law would ultimately effect the federalist who were gaining power by buying big chunks of land and selling them individully to farmers for more profit.
