He too was a migrant student who graduated from PSJA High School. He began his teaching career in 1970 as a teacher in the PSJA school district, where from 1973 to 1987 he was an assistant principal and a principal. He later became superintendent for San Benito ISD.San Benitos passing rate on the Texas Assessment of Academic Skillsincreased by approximately seven points during his tenure.

    The first woman to serve as education commissioner. Dr. Neeley was an elementary school teacher in the Pasadena and Galena Park school districts in the 1970s. She held several administrative jobs in Galena Park, including principal and director of elementary education, before she was selected as superintendent for the district. She also attended Galena Park schools as a child. Galena Park is the largest, most diverse exemplary school district in the state.

    The bill expanded reporting to include instructional method when a student is participating in a bilingual or special language program. Bilingual programs are to be classified as:
    (1) transitional bilingual/early exit
    (2) transitional bilingual/late exit
    (3) dual language immersion/two-way
    (4) dual language immersion/one way. Special language programs are to be classified as:

    (1) English as a second language/content-based
    (2) English as a second language/pull-out.

    Since Texas has a very diverse student population, the scholars and policymakers wanted to investigate the consequences when the NCLB policy was implemented by using the TAKS results. The implementation of NCLB produced mixed results where there are many evidences that have negatively affected classroom practices.

    14 percent are African American. Over 800,000 students in Texas public schools are English language learners (defined as LEP). In the last decade, ELL enrollment has increased from 14 percent of enrollment in 1999-90 to 16.85 percent in 2009-10. 13.1% of all teachers were assigned out of field. Of that 13.1 Secondary bilingual/ESL classes had the most out-of-field teachers of all at 85.0 percent.
