    Peter the great became czar in this time. Peter was an absolutist moarch who claimed the divine right to rule. Once Peter returned from his trip he was determined to westernize Russia. Under Peter, Russia became a great military power.

    Peter began the contrusction of a new city, St. Pittsburg, on a marshland on the Baltic. St. Pittsburg was finished and remained the capital of Russia in Peter's lifetime until 1918.
