I believe that Napoleon actually preserved the gaols of the revolution. He spread the power of the revolution to the rest of Europe. However, he also destroyed it. He did this by making a form of government and laws. The laws are now known as the Civil Code, and the government was the Bureacracy and aristocracy. He also gained power for France throughout the country of Europe, and established order in the growing chaos of the French Revolution.
