    An official declaration issued by President George Washington in May 1793, proclaiming the nations neutrality in the conflict between France and Great Britain. This threatened legal proceedings against any American providing assistance to any country at war.

    XYZ Affair
    During the presidency John Adam's, there was tension between France and America. In order to relieve that tension, the U.S. sent two American representatives to meet with French officials while the French foreign minister sent three agents that demanded money from the Americans before French officials would agree to meet with them Angered Americans. This angered Americans because they saw it as a bribe.
