They felt as though the close friend to the Tsar and his wife the tsarina had too much influence in their political decisions (essentially controlling them and their policies as though they were his political puppets).

This relates to the people of Russia when the provisional government formed because they hoped and assumed it's formation was a victory and upgrade from the former tsarist autocracy, but the provisional government still failed to meet the people's demands like ending Russian involvement in WW1.
