Political reasons why British couldn't send convicts to America anymore:
British couldn't send any more convicts to America because America was in a war and they were fighting as one nation and said to the british "We can't have your convicts anymore send them somewhere else". So the british needed to find a new place to send all the convicts and eventually allow free settlers to live in this new place.
