During the trifles between Austria and Serbia, Germany offered Austria something known as the blank check. The blank check was a declaration from Germany that they would unconditionally support Austria in whatever they chose to do in response to Serbia.

Following the insurance of Germany's support, Austria issued the "hard-line" policy. This was in the hopes that they would swiftly wipe out Serbia with Germany backing them. This ended up backfiring.

Serbia's denial of the ultimatum was mostly, "We didn't know that our people were protesting and causing ripples for you." This only proved to sway Austria against them even further.

Due to Serbia's denial of the ultimatum, Austria declared a war against them; knowing of their German support. The declaration had caused tensions in many other countries such as Russia and Great Britian.
