Congress voted to declare independence from Great Britain which was a year after the outbreak of the American Revolutionary War. Adam convinced Thomas Jefferson to make to make the original document and then congress would edit the final version. The 13 American Colonies, that were at war with Great Britain, became the 13 new independent states and were no longer apart of the British Empire. Instead, the formed the United States of America.
