The English government decided to send people (convicts) on ships called hulks. The government stored the convicts in hulks for about 80 years.

In 1788 the first fleet arrived at Botany Bay which Joseph Banks declared suitable for a place to rest after a long journey. The penal colony were the people who stole or murderd anyone. The government wanted to declare Australia for power in there country.
