    California wants to become a free state which becomes a major issue because California is supposed to fall under a slave state.

    Both sides decide not to take a stand on the biggest issue which is slavery. Pierce wins and accepts the Fugitive Slave Act.

    alllowed people in Kansas and Nebraska to decide themselves whether or not to allow slavery within their borders
