A draft os the constitution is made by 45 delegates from the Australian colonies and New Zealand. The constitution was submitted to the colonies for their electors approval.

Federal convention takes place in Adelaide, Queensland representatives do not attend. The delegates approve of a federal constitution, which which wouls establish a parliament made up of a senate and a house of representatives. They will be elected by districts formed on a population basis.
