Then in 1999, Yeltsin appointed Putin Prime Minister of Russian Government in order to get Chechnya under control.     From 1996 to 1999 Putin served in a variety of role for Yeltsin, but upon Yeltsin's resignation he became acting president. It was a difficult decision for Putin but decided that "Fate was offering me the chance to work for the country at the very highest level, and I would have foolish to say no" (Putin).     Putin was re-elected as President for a second term. In his address to the Federal Assembly, Putin said that, "Our goals are very clear. We want high living standards...[and] a mature democracy."     Since Putin could not serve a third term as President, an ally, Dmitry Medvedev, wins the election. By Executive Order, Putin is appointed Prime Minister. Soon after, Parliament votes in favor of extending the presidential term of office to 6 years.

    The 65-year old, former KGB officer, was re-elected president for a fourth term. Putin won overwhelmingly with about 76% of the vote. the fairness of the election was questioned and investigated. The outcome of the election was not in question, however, but the transparency of the election was in question.
